He was basically filled the role of the Green Goblin since they had just killed Gobby off. After Conway's run they realized they could just make a million Green Goblin successors and spin-offs (like Hobgoblin).

a. they killed him off almost immediately (not counting carrion, who was a completely different character)
b, revival jackal was just clone gimmick guy with a stupider design and his storyline assraping the original didn't exactly endear him to fans.

Any villain who makes it their primary motivation to chase some bitch is instantly boring and annoying to me.

He was the villain for a nonstop 36 month story arc, we've seen enough from the Jackal, he's just the Joker who clones people.
Also they had Norman Osborn steal all of his villainous accomplishments throughout the Clone Saga. So the Jackal ended up as a worthless pawn as well.
