We had plenty of Nazi portrayals until pretty recently, Arnold's Grandpa literally beat up Hitler on screen. Standards and practices have just become extremely gay since the 90s, you can't even portray them as incompetent or getting their asses beat anymore.

Likely in adult animation more, cause they tend to be more counter-cultural.
National media broadcasters are more anal about portraying political ideologies or symbolism in many nations, or with FCC. I think if you do a 1-off villain of the week where the hero kick hitler or stalin's ass like a joke villain, if any broadcaster or nation has a problem with that episode, it's easier for the studio to shelve it in that nation and turn it into banned or lost media. If you do multiple episodes with major symbols, it's more likely objected nations would just ban the entire show outright, costing the studio more revenue than just striking 1 ep.
But that's just my theory.

cartoons have historically taken a long time to animate and are fairly expensive, so unless you've got the war department buying that work from your company there's not much point because nazis never really stick around for long, what with being a bunch of fukken birds and all
