Harry could've come back since his double was parading around as him but he didn't. The whole arc was messed with. Strange first asked about Peter's soul when confronting Mephisto, hinting at him trying to undo OMD in some way. Peter had an engagement ring he was planning to give MJ. But both of those were dropped and Strange just got Harry's soul. I assume Harry was always meant to die and stay dead in that arc but his soul was thrown in as a replacement for Mephisto's claim on Peter and MJ's marriage. And before Brand New Day, Harry stayed dead. That's why it was revealed he was a double made by Mephisto.

Editorials can be overly restrictive but also work as much needed tardwrangles in both markets.

In DBZ we only got Cell/Cell Games because Toriyama's editor was a real ball buster and called out his intended villains as retarded with derogatory snark Vegeta used with each pair of Cyborgs/Androids leading up to his debut and then we only got Perfect Cell because the same editor bluntly told him that Semi-Perfect Cell "look(ed) like a moron".

And the most recent issue of All-New Venom (finally) addressed the PTSD she had from Eddie/Venom attacking her while pretending to be Peter and scaring her so much he was never allowed to wear the Black Suit in front of her again due to the associations, which was a MAJOR plothole that readers of ANV have been complaining about since the 'official' reveal, so that hasn't been retconned either despite previous assumptions.

Marvel Editorial is still convinced that if they just do this or that one weird trick, they will recapture the childrens/youth market they lost in the late 90's and it will be just like the halcyon days from before the comic bubble bursting again. So they are obsessed with constantly trying to appeal to the youngin's with stuff like "Keeping Spiderman Young and not a married man" despite the fact that their primary demographic is men in their 30's-50's who actually prefer the latter. DC editorial seems to be far more resigned to the fact that manga has eaten their lunch regarding younger readers and that they have to focus on their actual middle aged customer base.

For the record, in my teens I was reading both USM and JMS' Spider-Man, so in my experience "muh old Spider-Man" was never a problem.
