They used propaganda and incentives, including bussing in peasants from the countryside to go see it, and probably just fudged a lot of numbers by literally just buying tickets with CCP money. I mean, who gives a fuck, right? Every business is owned by the CCP, so if they scam a bunch of ticket sales by buying them, they can literally buy their own tickets and break even because they're paying themselves.
