If you're looking at him as just "making fun of" something you lost the plot. I get that that's the prevailing notion and was probably repeated on a Cracked list or something but he was more than that. They allowed that he had a point with the Joker thing and ultimately gave him some pathos.

My guess is since they hinted at some devious plan with Supergirl (controlled by Darkseid) and a Heroes in Crisis tease with the "Sanctuary" at the end of season 4, Greg was gonna have Kara kill off a majority of the Justice League to start off Season 5 and Magog would be a reaction to that.

Which I'll admit sounds like shit but everything I've looked into pointed towards that.
