Depends if the 35MM film negatives exist, Some Ren and Stimpy episodes were done digitally but otherwise they still have the 35MM film negatives, same goes for most of the 90s Nicktoons (as the rest like Kablam were digitally produced or have live action segments shot on tape such as Action League Now).

The problem is the editing as that was done on tape so Warners will have to redo all of the edits in 4K to match those SD tape prints, just like they did to Batman: TAS, Superman: TAS, season 1 of Batman Beyond (season 2 was done digitally) (as all of WB's digital productions were thankfully mastered in 1080p) and The Sylvester and Tweety Mysteries.

The last big hit of CN was Ben 10 which was essentially the last hurrah of toy cartoons and the few good shows like RS or Gumball were originally Adult Swim shows and bandaids at best, in fact another of those was the entry level for a bunch of terrible people from Tumblr to produce nothing but shit and spread their cancer on the channel.
