He is where marvel goes to get gritty, for better and (almost always) worse, so it makes sense to pit him against racially aligned gangs.
It is significantly less on brand for batman, when batman comics (poorly) try to broach the topic of disaffected groups turning to violence or otherwise arming themselves, it's done through an unbelievably naive lens and outright refuses to bring race into it.
