maybe a cool twist would be that it's only short-term peace. Alternatively as he recruits more numbers his direct-line influence gets diluted through nature of expansion and middle management, resulting in the villain retaining his hardline goals carried out in less extremist manners by his henchmen (which he ultimately tolerates because the results i.e. removing dissent further his plans)
though that more sounds like a supervillain BECOMES reasonable

I kinda get where he's coming from. Probably has to do with the term "supervillain" which implicates extreme methods with no compromise, hence not being reasonable
