Not sure if it counts as a trope, but I like world conquering villains who legitimately believe that everything would be better if they controlled the world, and have the leadership skills to actually back up that claim. I think Dr. Doom is like that, because apparently his country that he rules is actually a good place to live and his subjects love him.

no, because in order for the heroes to fight someone, the villain has to threaten innocent people. And if he threatens innocent people, then he can't be a super good leader that wants the best for people.
Thus, hypocrite.

maybe a cool twist would be that it's only short-term peace. Alternatively as he recruits more numbers his direct-line influence gets diluted through nature of expansion and middle management, resulting in the villain retaining his hardline goals carried out in less extremist manners by his henchmen (which he ultimately tolerates because the results i.e. removing dissent further his plans)
though that more sounds like a supervillain BECOMES reasonable

I actually just watched this movie for the first time last month and I was surprised by how much I enjoyed it. I'd heard it was good, but I didn't think I'd care much for it. It was a pleasant surprise to see how the rich guy and his daughter weren't made villains for the crime of having wealth, and to see that they are generous people, in contrast to how the prince starts off as an arrogant, selfish bastard because of his wealthy upbringing.
