Max provided much needed normie platonic support for Terry. Bruce and his little brother can't provide that. Dana was kind of a dude and fell into the tope of being antagonistic to super hero duties. Max filled the spaces in perfectly. her character was genuinely good. Always had a fantasy of Max being batgirl but not a brawny one, she'd still be a long range tech mage batgirl that could quick hack and fuck with technology and electronics through her enhanced suit.

WB were the ones who hated the show. They wanted a fun high school slice of life batman show to stay hip with the times, then Timm dropped the ultra aesthetic Beyond kino instead. They hated it was so well received. Granted Max was a nice addition to the show, and the writers did well enough to include her without being too forced. Some of her computer hacking skills were retarded though.
