Kinda. Here's the thing, I kinda feel like Barbara doesn't really bring much to the table as a costumed vigilante. There's nothing she can reasonably do on that front that the others can't do significantly better. She's smart and good with tech, but she doesn't actually need to physically be on the scene in order to help with that. The real issue with Barbara is that she was always more useful as Oracle than as Batgirl, because as Batgirl she's arguably not even better than Steph.
Funnily enough, Tim is in the same boat as the least physically talented Robin. His main strength is his ability as a detective, but he'll never be as physically gifted as the others.
Dick is the super agrobat and a generally superior gymnast compared to Barbara.
Cassandra is the most talented martial artist, but can't do anything else nearly as well so fighting is literally all she's good for.
Jason... Okay, to be honest, I don't really know what Jason excels at. He's just the most violent one and the one most willing to kill.
Damien is Jason Lite except he does try to adhere to Bruce's code.
Stephanie is kinda whatever but she's the bubbly comic relief.
Bruce is the one who's good at everything, the one who's dedicated every second of his life to honing his mind and body. He's not as talented in martial arts as Cassandra, not as athletically gifted as Dick, and I think Tim has the potential to be the better detective, but Bruce is an omnidisciplinary ubermensch who can basically do a bit of everything, and also be really good at anything he sets his mind to. Not the best, but there's probably no non-powered entity who's as good of an all-rounder as he is.
