Agreed, wish we had gotten more Vicky and Tootie interaction in the show. Francis the fucking bully has more interactions with Tootie than her sister.
I actually think they went the wrong route by making it just another victim-tormenter relationship. I like the dynamic they had at first where Tootie and her toxic positivity was basically another weapon in Vicky's toolkit.

Its more annoying that they took it in the direction of Vicky being like Eddy's brother levels of piece of shit sibling, but she never has remorse or gets comeuppance for it, they just immediately drop any sister plots after season 5. Tootie herself just becomes perpetually happy too after season 5, and they removed what made people root for her. Just one of the many examples of Butch Hackman completely blowing a lay-up of a plot.

There's never been a consistent reason, and the show has given multiple answers as the situation deems fit. The one most people remember is that she has a literal bug up her ass.

Fairly Odd Parents, at least originally, is an unusual show in that you can sort of see how the characters may be in a "real" scenario, so your brain tries to fool you into thinking that's the "real" interpretation of the character. But the show itself scorns grounding and consistency, and prefers to reinvent every character as the bit demands. Vicky in "reality" is just sort of a lazy, dickhead teen that does babysitting gigs for easy money. The show has her vary from a greedy sadist to the embodiment of evil.
