Zee doesn't need to be PG levels of busty but all her most iconic designs have her in a bustier with a healthy amount of cleavage or an obvious bust even if she is wearing a dress shirt, her design is meant to be a show girl magician, she should never be flat or even small chested.
Some girl characters can work as slim and boyish but Zee is meant to be relatively short, bodacious, and with an outfit that shows off her hourglass figure.
