Mr. Terrific eats into Batman's role. Batman is a human with superior intellect and money to build things. He's their Iron Man. Having Mr. Terrific there just makes it redundant. Batman has been presented as that a number of times throughout comic history, and it's because of the fact that his character is grounded in losing family and trying to construct a new one, showing the importance of family. It doesn't get more family friendly in terms of message there. You wanting to hold onto "darker" "modern meta" Batman is a sociopath, he puts fear into criminals, he is a pyschopath,he is scary etc is the same as any other way you look at the characters you listed. It devolves into you selecting which version you hold as the version of the character. Saying Superman is "out of reach of he average person" is the proof of this. He's out of reach for YOU. Full stop. That is your perception, and it is as right or wrong as any subjective opinion you have about anything. On that same notion, it is objectively true that Mr. Terrific does not serve as a better front man for a superteam, both in meta and actual terms, because he never has been. Batman, Superman and Wonder Woman are referred to as the "Big 3" because that is what they became and have been for almost 100 years. A century. Your great grandparents read about them or KNEW about them. No one has or will know Mr. Terrific to that same degree in a 100 years time. Attempting to get him more attention now to change that is going to go as well as any of the other projects that tried to make other characters either replace or become a part of that "Big 3". It hasn't. Those are the faces. Those are what the average person thinks of when they think DC or JLA. Those are what they fill are in reach. Your view is your view. It is not the norm.

Stewart was less awkward but still awkward, because yeah, Green Lantern goes in the JLA, and there's more than one Green Lantern, buuuut he's kinda overshadowed by Hal in that role.
Mr. Terrific is obscure but competent, and has kinda earned some more focus by grinding away in JSA stories for decades, proving his bonafides. He's obviously more of a JSA member, but since the JSA is less iconic than the Titans there's less of a "what are you doing here, go back to YOUR team" factor.
