If Light figures out Joker's identity first, Joker dies. If Joker figures out Light's identity first, within a couple of days Light suffers a forced change of heart and turns himself in as Kira. And it's true that he'd have body armor in a street encounter but we don't know how well it would stand up to a machine gun.
