You're both right and wrong. Bruno's predictions always come to pass, so it's not Pepa's fault for causing it but rather her fault for still reacting badly to it despite being forewarned and able to prepare for it.
Julieta and Pepa are the worst as both knew that Bruno can't help his power, having powers themselves. They should have stood up to Abuela long before Bruno banished himself.
