if viv wasn't in charge, this could have been an excelent way to milk the consequences of killing him.
just because you get what you want, doesn't mean it was what you needed type of deal.
imagine heaven loses and charlie has to watch it become another hell while countless innocents pay for it, essentially the afterlife is ruined and its her fault.
lucifer and lilith begin to see that maybe it wasn't a good idea to win since evil is destroying everything good to the point nothing is left and maybe see the light way too late.
then it spreads to earth and humanity is wiped out by sinners and hellborns.
afterwards it is an endless shitshow in which things are so bad that it isn' worth living and they can't escape creation.
everyone now is in a perpetual state of suffering, everyone resposible feel actual remorse over their actions, they know about adam and finally emphatize with him, so they will make a sacrifice to finally end this madness.
so...charlie uses a time-machine to save adam from dying and keeping the status quo like before, maybe even killing past charlie and take over just to have peace at last.
she rather deal with yearly or bi-annual exterminations than transforming creation into something worse than hell through her dream.
