Steven's physical age is affected by his mental state thanks to the weird ways Gem shapeshifting interacts with Steven being made of meat as well as light, so Steven basically stopped aging between the ages of like 8 till sometime during the timeskip that happened between the end of the original show(when he was about 14*) and The Movie(when he was about 16-17)
*indeed Connie outright mentions when she discovers Steven's actual age that she's surprised he's older than her by over a year(from my recollection she mentions she's a bit over 12) when she thought she was the older one(much like the audience she probably thought he was like 10 or 11)
