I think that Kara has had more popular modern runs as Supergirl than Barbara has had as Batgirl

Also Kara was dead for decades and her replacements were essentially clones of her
Barbara stopped being Batgirl but she became Oracle. That seemed like progression and maturation, and the new Batgirls were her mentees.

So Barbara going back to Batgirl feels like regression in a way that Kara as Supergirl doesn't

Yeah, you can argue how you want about whether or not she should have stayed cripple but something about her going back to being Bat GIRL just felt like she was being treated like a teenager again. She had more unique stuff going on as Oracle and offered something nobody else could than basically just being a Robin with tits. That's a lot of trouble with some of these legacy characters. The chair ends up being empty for so long it gets filled then in swings Mr Nostalgia and decades of development and new material gets undermined because somebody wanted it to be like the cartoon they watched.
