It's just a standard schlocky "bad guy protagonist has to face off against an even worse bad guy", it's just Dexter or arguably Hannibal Lecter if they were a hick woman from a rural town.

That never happens, the entire point is that she targets cityfolk whose disappearance won't draw attention back to her, and the entire conflict arises from a second serial killer popping up in her rural town and drawing unwanted eyes towards herself. She is very specifically trying to stop the murders of the other townsfolk, even if it's just so she can go back to being able to freely kill random people in the city.

Having a serial killer central to a setting can be compelling as long as you know how to write. One i think be great is if there was a edgier seasoned killer comes to town that wants to put her in her place and Sam cant keep up
