when Disney collects something they have to catalog and store it
that has meant for the past 40 years a digital record needs to be created by a Disney archivist, and that record has to describe both the physical location the item is stored at and any notes on it, like storage requirements, dimensions, weight etc
that's in addition to the basics like author (since by taking this thing into their archive, Disney would officially be claiming it as one of their own works), date of creation, date of acquisition by the archive etc
then you have storage costs, including preservation
nobody is fucking doing that for some scrap-paper titty pic a horny animator made in 1973, nobody is updating an old paper catalog and checking the items it refers to are physically still in some jerkoff archive that amazingly never leaks or gets robbed despite that being a huge problem even for corporate private archives since forever
