Because the toys were high priority and their corresponding TV shows were glorified commercials with writers who may or may not have cared about the thing they are stuck with.
The cartoons without toys were justified as filler to keep toy line cartoons (and ads) running because having too many toy line cartoons would dilute managing things or cannibalize sales or some shit probably.
What happened was that toys started to die out as ipads took over the world and all that was left to the networks were filler cartoons, and they had to straggle along with that as cable was dying. There was nothing they could have done but delay the inevitable because toys couldn't sell anymore (or as much as they used to) and investors are investors. Ben 10's reboot and PPG's reboot were probably an attempt to make a toy market again since they were massively popular back then, but they floundered because the environment could be shifted in their favor. Ben 10 and PPG became filler in the 2010s essentially.
But I'm just speaking with no concrete evidence so eh.
That said TADC is an anomaly for sure so it shouldn't be used as a standard and also seeing TADC being glazed for having merch makes me extremely uncomfortable because it makes me realize how exploited I was as a kid. I'm a huge Transformersfag, and I'm not really into TADC, so it really is an entirely different perspective to see what happened to me happen to others. Or maybe I'm just butthurt because I couldn't get into TADC idk.
