Neither of these designs for Mickey and Felix are public domain. Felix didn't gain his iconic design until the magic bag series and Mickey didn't gain his main design until that special animated short that aired with Fantasia.

Public domain is kind of dead these days. No one wants to adapt anything from the public domain in new works. The closest would be Moana using Maui from mythology but the rest of the Moana story has nothing to do with Maui's myth.

These are Public Domain screenshots of both Mickey Mouse and Felix the Cat. Aside from color and whiskers, there really isn't much different. To say they're "not the public domain designs" is really just making a mountain out of a molehill.
Just go to comicbookplus, it's all public domain there.

The funny thing is that Mickey Mouse in the public domain is meaningless right now not because he is not popular but because the designs available for Mickey Mouse are not the ones people think of when they see this character.
