I'd say around 2019-2020, when people here decided that "gatekeeping" meant becoming overly sensitive whiny faggots who fall for every single bait thread. Wojak was far better at baiting people like that than Pepe, simply because you can make fun of people with certain Wojak variants, whereas Pepe can't really be used to make fun of people directly. Plenty of people here have panic attacks over Pepe, but he can only extract a static, set amount of seethe. Giving him Yotsuba's hair won't automatically make people angrier at the sight of him. Meanwhile, soijak's potential seethe is effectively limitless. There are literally hundreds of thousands of different soijaks, while frogposting has devolved to just posting neutralpepe.jpg over and over again.
For the record, all this was true before sharty became 4chan's number one boogeyman, but that certainly didn't help matters.
