Basically. There was a thing called the "Hays code" that was active in Hollywood from 1934-1968, and it largely restricted what sort of content you could depict in both TV and movies, chiefly in terms of sex, crime, violence, and anything else Americans liked to clutch pearls over or pretend doesn't exist.
In retrospect, most film enthusiasts hate the Hays code and think it set Hollywood back immensely. It even affected the kind of person who was allowed to be a protagonist—you couldn't have scruffy anti-heroes or criminals as your star, so this is sort of when the entire concept of the square-jawed, squinty-eyed, squeaky-clean boy scout hero of American media was born.
