I think Rose saw that goal as legitimate and put in what she subconsciously wanted while leaving her creations to develop on their own and come to whatever conclusions they may about her as their creator.
Meanwhile Dirk being Dirk HAD to meticulously develop his society to the exact ways he wanted and had them know he created them and forced them to revere him for it.
He went so far as to hand craft an oc version of himself in his world with it's own backstory setting him up as a leader. Yet he also put his direct personality traits into it, literally at the moment we see Swiss created.
Because of these implanted traits that run counter to the person his already crafted backstory we see Swiss notice unnatural attitude shifts in himself right away and he isn't comfortable with it.

I'm interested to see how Dirk by being so full of his own superiority sabotaged himself and his grand plan by making something with the capacity to feel violated and resentful of him as a creator and father.

However, because the author self-inserts, we can definitively say there is an outer limit to all of that too, and places where sburb does not have any influence and does not exist. So to answer your question, the outermost sburb layer, its first iteration and presumably the one that contains paradox space, began when Hussie first typed it into existence. If I had to guess, the paradox came into being because the first session had no players and, due to its origin, could not have any. In order to have those players the first sburb universe gets created from nothing.

That said, even if it was encased in a humorous tone it was also pretty clear in the early acts that Bro was a creep not fit for raising children. This is why he's called Bro and not Dad, fulfilling the generic role of an irresponsible older brother who you might look up to and who might save your ass in sticky situations, but also generally lives to torment you and make your life hell.
And Dave was plainly neurotic and uncomfortable as hell. And even if he was ready to rise to the challenge, he found it a huge pain in the ass and painful blow to the ego (the broken record) to have to go fight and get his ass kicked by Bro in order to get anything done.
And he probably felt emotionally hurt and unloved by these actions, immediately seeking comfort from his other bro John when Bro scared or beat him.

Bro and Mom are the most interesting characters to me, the subtle and not-so-subtle hints to how fucked up they are and how they fucked up their kids are great, and I wouldn't have it any other way. Hussie would put a lot of things in background details or implications for both plot and characterization. Even without full plans for ecobiology and the scratch, it's easy to understand how mentally ill two people who knew the end of the world was coming could be.

I don't know why people would want to downplay it. It's like views on Bro are either full tumblr melodramatic angstwank "He was evil and incapable of love and we should spit on his grave", or fully defensive whitewashing "it was just a joke bro hussie never meant to imply the characters have serious feelings about anything except when it comes to things that don't bother me"
