Technically “Satan” is just a title that means Adversary/Accuser so it can fit for Lucifer and others.
Like in some of those other spinoff myths even some Angels have the title of Satan or Satans because it’s literally their job to oppose and tempt humanity, like the one in the story of Job. God allows the whole thing because that particular Satan works for him.

No, it's a specific reference to the fall of Satan. Themis verse clearly depicts Lucifer by name as the one trying to overthrow God. The other angels are his subordinates in the later chapters and they refer to him to many names.
