The comic book was incorrect about Gacy doing it to pay legal fees. The money from his paintings went to charities as anonymous prison donations. Same with first page: >>151070227
Gacy's neighbours never heard anything suspicious, the noise complaints they made were of Gacy's constant parties he threw. The comic forgot to mention he arranged a lot of backyard BBQ parties for the whole neighbourhood as well. Keeping up appearances and basking in attention while his very first victims were rotting not too far away.

Issue I take with that idea is Gacy clearly did not want to die. I think if I'd been made the patsy for some trafficking network and then given the death penalty I'd be telling them to pull strings to get my sentence commuted and shouting their names from the rooftops to the cops, the press, anyone I was corresponding with when they didn't. He had the time and the opportunity to do that.
