They don't just exaggerate his strength. At this point they've retconed all past stories by going "um actually Peter was always 'holding back' he's actually way stronger than he seems". So even in past instances where his loved ones like Aunt May or Mary Jane were in danger he was apparently "holding back" because he didn't want to hurt his villains TOO badly.

You can see this in stories like pic-related from when Doc Ock was in control of Peter's body.

It was always like that. And it was specifically stated many times in the first run, how he had to control his strength. Do you remember how he beat Scorpion, in his first appearance? Or what about their fight in Conway's run?

Spider-Man kind of has to stick to New York (or at least some setting with tall buildings) because of his whole web-swinging gimmick. When people think of Spider-Man they imagine him swinging around tall buildings before pretty much anything else. Spider-Man in a setting like a desert where he has nothing to swing around on feels out of his element.

Also Marvel doesn't seem THAT dead set on making Spider-Man their "strongest" superhero just because he's their most popular. For example Dr Doom is on such a higher level of power from Spider-Man that when he shows up Spider-Man doesn't even try to defeat him anymore. Peter basically just acts like Doom's bitch and the best he can do is just some snarky wisecracks.

Can you actually source that because in the early comics I read Dr Doom absolutely dominated Spider-Man while barely trying. I'm not even trying to argue or be snarky is there some comics I am not aware of where they are on "equal grounds".
