Some guy in another thread said that her hair loops could feasibly be hiding tits that she gave herself from taking care of humans at the zoo, like how Pink Diamond gave them to herself in her Rose form, and she's just keeping them hidden so she doesn't get questions. Since some gems have those kinds of bulbous chests like Garnet without having real breasts, all she'd really have to hide is the cleavage and you can see in the show the loops are resting on something. It's kind of a fun headcanon.
