The servants and their families lived in the castle so they're pretty self contained. Granted, the villagers who sold goods to the castle would have noticed right away since that's a big part of their business.

The most logical answer is that the castle wasn't actually the administrative center of the local area. Given the lack of concern by the locals the castle was more than likely a hunting lodge and the Beast's family nobility due to military rather than civil service.
