Mina and the Count made their debut on What A Cartoon! Often considered one of the best shorts that didn't become a series. Renzetti made more Mina shorts over at Nickleodeon, but they rejected it, as the executives thought it had "Pedophilic undertones". MLAATR was created as a reponsse since Renzetti had to drop his passion project.

I laughed but I'd say there's a big difference between having a character who had I think 1 focus episode and then sporadic appearances compared to a show where its whole premise was about a grown man's relationship with a little girl.

It’d be interesting to live in the timeline where some of these pilots that were never greenlit were, Tales of Worm Paranoia and Podunk Possum are my favorites with artstyles that I love, I’d love to live in the timeline where those were greenlit. It’d also be interesting to see what it’d be like if Larry and Steve was made into a series, we probably wouldn’t see Seth Macfarlane enter adult animation, and given the negative influence Family Guy had on adult cartoons that’d be for the better.

The dynamics were different. Mina and the Count, while not overtly romantic have the two be really close. Mandy shares the relationship with Billy, so it's not a direct monogamous comparison, and the dynamic there is a more cynical one where the normally submissive, weak partner is in fact the abusive dominant one, for comedy.

Watching the short where Dracula shows up for dinner I can see why some people would feel icky. There is nothing improper per say but with Mina acting jealous and her older sister acting horny I could see some bad subtext even if it wasn't the creator intention.

Only the shorts released in 1995 had official voting, not the ones from 96 or 97. The top 3 were Johnny Bravo, Cow & Chicken and Dexter's Lab in that order. Powerpuff Girls had terrible focus testing so it was out, but Craig worked on Dexter greatly, so he eventually got his show made. Courage's pilot was Oscar nominated, so it presumely got a show purely based on that fact.

The creator of Buzz Cheeply came on YouTube some time ago, and he mentioned it close to getting picked up, but didn't get enough votes. So I assume it was top 3 out of 16.
