Anybody in Vox’s position should be assuming that Alastor is in love with Charlie. Which is of course way off base, but the truth would be really hard to guess. especially for Vox, who idolizes Alastor.

The plan is more likely to submit to Vox and therefore break the terms of the contract outright by being weaker than him, forcing Rosie to give him his freedom. He cares more about that at the moment than his power.
