The people in charge make the horrid decisions, but as we saw with Didio getting the boot it's a matter of the fans not knowing how to properly protest that lets them sit comfortable.
If people truly cut their weekly or monthly lists instead of just complaining but buying anyway most publishers would cut the nepo-hire fat once they realize brand names won't guarantee sales if good writers and artists aren't keeping it afloat.

How was TV able to go from "forgettable realityshit and sitcoms" to "prestige?"
How was manga able to go from "tentacle rape and schoolgirls for perverts" to "still for perverts, but way more popular?"
Eventually the industry needs to look inward, comics have the reputation they have because of what they put out, what they promote, and who they push as the important creators within the industry.
