Is it safe to say that if the MCU didn't happen, Iron Man would've gone the Beast route and just become more and more evil until they just do something like replace him with a clone from before he was evil?

Depends if you believe that Dark Reign was a direct response to the Iron Man movie to indirectly rehab Tony's character and even then the dude basically says "nah I was right"

I still can't believe that Slott of all people brought up all this stuff along with Carol pretty much killing Tony during Civil War II. Having Tony think that nothing about him was the original Tony would've been more interesting if explored more by a better writer.

Yeah he ended up revealed to have been mind controlled by Kang or whatever, which is better than Beast got, but it's clear it was a fix it response to the negative feedback. If you think about how the government already works on similar subjects such as police or needing a license to operate dangerous equipment, regulation of superheroes would be expected (You could claim this started even in the late 70s where the Avengers had to deal with proper government clearance to operate. Even if they were frustrated with Gyrich, outright rebellion against the US government was never floated as an option). It just is that goes against what is needed for superhero comics. So you have violent enforcing it before the law is actually passed, Negative Zone prisons, having ethic compass character Captain America as the key person opposing it and so on so it looks morally correct to be against it.

The issue is also contextually it's dumb because the government is constantly compromised in Marvel and regulation was much less "you need to be licensed to operate as a hero" and "you were a good Samaritan a little TOO well, you're now effectively a slave of the USA."

the Batman tv show in the 60s had Batman as a real law enforcement officer, that was why the Commissioner had a phone line to the Batcave

if the show were still in production now he would absolutely be a CIA asset

The other big issue is that the comics already addressed the legal issues of enforcing a “superhero registration act” outside the boundaries of mutant registration, which is already depicted as borderline unconstitutional. That and with how it’s played out in story, it’s clearly NOT about forcing superheroes to clean up their act since if that was the case the government would just enforce or strengthen currently existing laws against vigilantism. It was pretty clear both from Civil War and it’s fallout the US basically wanted an excuse to make a fourth military branch to basically consolidate superhuman powers and tech under their control, and just were using Stanford as an excuse, much like 9/11 was just a backdrop for an invasion of the Middle East that was already being planned but needed a good way to sell it to the public. So no wonder Cap was against it.
