It's not universally considered worse by any means, but at the time I liked Animaniacs better for the main reason that Animaniacs had original characters (or characters based on celebrities) while almost all the Tiny Toons characters are based on classic Warner Bros. characters.

Plucky is a funny character, he's also very openly similar to Daffy Duck, so there's an upper limit to how good a character Plucky can be because he'll never be as good as the OG.

Some people view TTA as a prototype version of Animaniacs. Although I personally think that's very reductive, since TTA had tons of episodes and was generally considered pretty great. Which makes sense because most of the people contributing the scripts had written for Saturday morning cartoons.

Animaniacs did very few full half-hours, only occasionally did moral lesson or save-the-environment episodes, and generally wanted to be seen as pure comedy except in some of the Rita & Runts and a few one-shots.

That doesn't necessarily make it better because most people would agree that TTA was better able to do episodes that had some kind of emotion to them. But that's one reason Animaniacs was seen as more "advanced" because it was less rooted in the '80s cartoons.
