Probably because 1different forms and for 2 to demonstrate to the audience that sees a sexy and way more different level of dangerous now that she got her original body back before she was basically a floated Spirit figgy who couldn't do much other than talk to people and Float around and go through walls she couldn't actually even touch stuff at that point when she got her body back she had way bigger levels of power that those magic items everyone else was used to that point and arguably more than those items ever got as the ark villain. After a bit she did lose her new revise body at all that again she did get a physical body like one and a half season later I think but without his OP super powers with it.

Something I really like about Wuya is the fact that, beyond needing Raymundo to help her regain her original form, she was more than capable of fighting her own battles and easily fucked up the main characters. Despite not needing his help in the fight at all, she still appreciates Raymundo for helping her and didn't just discard him now that he really wasn't all that useful to her. If Raymundo wasn't a backstabbing cunt who switched sides twice in the same week, she would have given him the world and asked for nothing in return expect his continued loyalty.
She deserved better henchman.

Aside from conquering the world, she didn't really do anything evil. I don't remember any mass enslavement or genocide, she just kind of vibed with being World Empress.

Honestly if Xiaolin Showdown wasn't a kids show she probably wouldn't have been stuck as a simple "EVIIIIIIIIL" villain who wants to commit "EVIIIIIIIIIL". She probably would have been shown to be a genuinely competent leader that, while heavy handed and authoritarian in her rule as queen of the world, is shown to genuinely take the mantle of leadership seriously and actually made the world better in some way while still making a shit ton of enemies of "heroes" who want the world to go back to the way it was.
