It tried to be both an action game and a final fantasy game and it did neither well. It is mechanically boring for an action game while lacking a fully fleshed out party or fun mini-games like a Final Fantasy game. It's a game designed made to appeal to Americans with the mindset that Americans are "to stupid for high fantasy". It wasn't even the most popular FF game at the time of it's release.
