That's what makes up a lot of it, but there is usually a bit more to it. I guess the biggest differences are that
1- the hypnosis isn't a targeted thing for one person. Instead of changing one person's mind, it's changing EVERY PERSON's mind about that person. So the scope and the effects are really different.
and
2- there's usually some aspect of either historical revision - where the past is changed to fit the new reality - or in the absence of that revision, there are logical or even physical gaps in reality that now no longer make sense and are handwaved by everyone and reality.

Where you start as one person with small unusual powers to alter few small trait in people here and there, but need to keep it moderate to not be found out.
As you alter more people, in certain ways (bodily traits, mental changes, etc), the public perception on "what is normal" slowly shifts in the direction of your changes, first by tiny fraction of percent, but will grow as these traits become more common.
With that porgress you get more power to make bigger changes, but you always need to manage how rapidly what changes, so you don't raise suspicion.
And your goal is to alter the entire world in a way you want. (Either arbitrarily set by the game, or you could pick ending condition at the start, idk)

regarding turning it into game, the issue is in three parts.
One is to have some unified idea whcih fetishes will and will not be included.
Second is the simulation itself the interaction between "people" and the statistic of the world.
Third is presentation, full on 3D depiction of every interaction and fetish would be too consuming IMO. Simplest way is "nuber goes up" text representation, which is not very engaging, but it's easy to implement.

I would be fine with simpler implementation, though even text representation and description might be tricky. (I had a look at Lilith's Throne codebase, which is one of most complex text based RPGs I have seen, and it's insane).

A fantasy game involving time travel. I got way too autistic and started writing an immense proposal, but tldr might be: guy wakes up in a world where realities are colliding so that his childhood friend is a mild, his female classmate is now a submissive maid and his landlord is now a cat girl (or any other set of transformation)

The game is a final fantasy tactics style rpg where you can job change your party into all sort of fun archetypes. Their dominant personality remain as milf/maid/cat girl so that it's not too hard to write.

There would be sidequests about using your reality warp for shenanigans or to try to help people.

The story tone would be a bit like a sex comedy, but there would also be heartfelt moments; for exemple the maid might not want to go back to her previous stressed out life. At the end of the game depending on how corrupt your main character was and how many people you warped you'd get different endings, fallout style.

Maybe toss in one or two sex minigames, for exemple you can sleep with a npc that's been turned into a dominant muscle woman to unlock that class for your party members.

I had an idea for an isekai TTRPG campaign where the party a group of spec-ops dudes that went to investigate the disappearance of a scientific expedition through a portal. The party would find themselves in new bodies that reflected their role in the squad (Medic=Healer, Heavy Weapons=Barbarian, etc). As for races and sexes post-isekai, that would've been up to the players.
