That depends on a load of things, like whether people can recognize them when they are regular-sized, since you'll run into problems with Change Blindness and Context-Dependent recognition. You would be less likely to realize the man and woman dressed in casual clothing enjoying a coffee together at some cafe were in fact the giga couple that flattened several cities and killed several million whilst they fucked because of the change in fashion, hairstyle and setting.
A government might be less inclined to seek retribution on a couple that could grow/shrink to such scales, since aggravating them could lead to a similar or worse disaster. If they couldn't kill them when they were small, they would try placating them with wealth to dissuade the two from growing that big again by giving them something to lose.
If you did recognize them and get confrontational, they could easily threaten you by saying they could do it all again, and this time it would be you and your loved ones they'd crush as they have sex. You don't know if there's any truth to the claim they could grow again, so you have to weigh the risk of bringing justice versus instigating another giant couple cataclysm.
