Try using perchance.org.
You may have to walk a character through a bit and tweak their personality and such along the way, but I've had a fair amount of luck with it following a number of different fetish scenarios -- cumflation, size change, transformations, etc.
The only drawback I've really had is that the character initially seems to hyper-focus on reminding the user that something is happening when it comes to a transformation fetish, so you may need to add something into their guidelines about the narrator describing the process rather than the character talking about it.
