With sufficient effort and some artistic skill (read: less than you'd need to draw at that level), people can work on slop enough to make it very convincingly humanlike. There are definitely still tells, though, like the extreme level of detail on the BG chibi, the weirdly blobby font with bad kerning (likely novelAI generated, it's good at text but tends to do the double elipsis thing you see here), inconsistent belt buckle things on tracer's front, whatever the fuck is going on with the jacket between the front and back shots, etc.
It's clearly been worked on a bit to try and hide it (along with compositing several images and giving them sequential dialogue to make it feel more intentional, like you said), but such a detailed style is doomed to leave some slopmarks.
