How do I make or modify a pair of cat ears that can't be easily removed?
It doesn't have to be super difficult to escape or anything but they shouldn't be able to taken off or moved from the top of her head by just grabbing them with your hand
Ideally they are just a normal pair of cat ears with some sort of discreet locking mechanism or could just be able to be made tighter and have their tightness adjusted only with a key

not that I can think of, bridals and collars historically are the only methods to secure the head of a beast, some cages that attach from the neck up to the head have been used but i do not think this is safe in the long term.

If she has one piercing on her earlobe and another piercing on the top of her ear each gets chained to the headband of the cat ears with a short and tight chain on both ears.

Suggest approach the problem a different way. Insulate the base of ears with suitable dielectric.
Suggest mylar for this purpose together with the headband. Ears made covered of soft conducting carbon fibre. Apply HT to ears. You want good 10's of KV. Remember to keep peak current in very low micro-amperes! Would-be ear snatchers shall be abruptly and painfully stopped in the act. The electric method offers another advantage in discouraging the lady removing them herself.

For added refinement the HT supply circuitry could be minaturised to integrate inside the ears themselves, with one electrode being the carbon fibre ears and the other the headband to the scalp.

they make hats with buckles that go under the chin, which is super secure and not coming off without contorting or undoing the buckle
just need to attach the strap to a head band

True, but they would need knowledge in advance. The proposed method relies on defence by obscurity. The would-be ear snatcher would:

a). Need to know in advance of the defensive method used.
b). To have with them or find sufficiently long insulating stick at hand at the precise moment the opportunity presented.

People are naturally much more likely to initally use their hands. Furthermore the scream of pain acts as an electronic alarm, instantly reveals the motivation of the would-be ear snatcher. Hence, affords the target early future threat detection.

A really simple way to do this would be with a pair of fine, lightweight wallet chains,. Hook them into her ears where they're pierced, or attach them to hanging earrings. You could also attach lcoks to them, depending on how secure at attachment you are looking for and how muh weight she is OK with.

Rather than using the full-on brank, one might instead fasten a soft muzzle. The weight saving and softness should make it safe to be attached for long extended periods of time. The band of the ears would fasten onto the muzzle securing straps. Where the ear band crosses the strap would want to ratchet or otherwise accommodate for head overall head height or position on the head.

A snug arrangement to keep muzzle plus ears properly attached might take the rubber straps from a decent gas mask or industrial respirator as those are purpose designed for the right fit. Typically, individual straps which attach a full face respirator meet at spider arrangement which rests at the opposite, rear side of the head. The straps are soft, made of rubber and feature fast pull to tighten buckle clasps. With the ear band decently coupled to the straps, the ears should stay affixed in place in any situation.

Build some lecterns and breed some villagers, keep leveling them up til you get one that will trade you a Curse of Binding book. Then simply combine the ears and the book with an anvil. You could always keep trying with the enchanting table but unless you have an xp farm and don't mind wasting a ton of lapus it seems pointless.

If you need emeralds too this is the perfect opportunity to make some, you obviously need paper for books(since the villager will require emeralds AND a book for the enchanted book) so make a giant manual sugarcane farm and use it to make paper to trade with the librarian villagers to not only help level them up but to make a lot of emeralds in the process. If you have a cow crusher that's great because you can also sometimes trade books for emeralds as well. You'll need plenty of leather for the books to make the bookcases to make the lectern anyways. Then she'll mostly be fine as long as she doesn't fall in lava.

GL bro, this is easily attainable early game.

Decent hair clips plus securing your hair down helps a lot. If you're not shy of braiding, braid your hair close to the scalp and work the ear attachments into the braids. In this case your goal is to weave the base of the ears into your hair. You can have holes in the bottoms of the ears or several sturdy clips.

Probably the simplest and least invasive method is two lightweight chains, one going under the chin and connecting to the ears, and one looping behind the head so the ears can't be pulled off foward. The rear chain can be permanently attached, the chin-strap chain should be lockable.
The main disadvantages are the difficulty of hiding the chin chain and the danger of strangling if something goes really wrong with the ears. But if you're considering ear piercings, you probably don't expect the ears to be yanked around harshly in the first place. And with long hair worn loose, the chain could be mostly hidden along the cheeks and then tucked under the chin; pick a thin and discretely coloured chain.

Attaching them to a collar would be even better but requires a visible and secure collar to be worn, obviously. A single chain linking to the collar would also not prevent the ears from being pulled off and just left to dangle from the collar so you'd still need two straps.

Ears are pretty soft. If you're trying to anchor something on top of a head with them you're basically creating a big lever that's primed to tear their ears apart when even a little bit of force is applied
