Double hung windows will be flimsy. I can't find any casement windows that can be made that large and I think doing multiple small ones will look shitty. Other option is French doors and a prefab balcony but Tha option is the most expensive by far.

How far off the floor is it? 8 more inches of height and you can do standard french doors.

A 2 mulled double hung window unit should be ok in that opening size so long as they're quality windows and not vinyl garbage. Either that or a triple casement window.
