This is steel with a "leopard skin" texture. Is that a coating of enamel or some other process? Seems etched into the steel.

It's paint. one brand name is "hammerite" but there are loads of others.

Look for "hammer finish powder coat". It's a textured heat cured paint. Hammer finish has been a thing on instruments and machinery for a long time.
