Looks like a transformer, probably powered a doorbell or thermostat at some point.

Then it's still connected to (and using) power. Figure out how and disconnect it if you want, but based on how those wires are cut it doesn't appear to be doing anything useful right now.

Like another anon said it's probably a 24vac doorbell transformer.

You can power down the circuit, rip out the transformer, then put wire nuts on the bare conductors inside the box.
