That doesn't change the fact that many volunteer stations are staffed by complete fucking morons. Home response is something that is offered less and less each passing year because of all the issues with it. Backwater rural areas are some of the only zones left that still offer home response as an option. These are also the places that tend to be the least trained staff and the most rubber stamping, cowboying, and "eh its probably fine" hand waving as far as certs, training, and competency goes.
If you want to do it legitimately there are sponsorships you get from your department and a lot regulations and approved parts list you have to follow - as well as a fuckload of personal liability you have to take on. I personally made the choice not to go for it back when I had it as an option. Almost every single person I've met who chose the home response option either did so illegally or was the over-eager god complex dipshit who actually fucking sucked at their position. These are the guys that new policies and laws are named after because they fuck shit up and injure/kill people.
Considering OP is asking how to do it without department approval paints a pretty clear picture that he's part of the irresponsible dipshit camp.

Even as a volunteer I was very well aware i was a convenience and a help, but not a vital cog in the machine.
I never forgot my roots and I appreciate and respect competent and well trained volunteers as I have been one myself. Ive also seen how many idiots are out there playing hero and hurting people. Stop being bitter you couldnt make the cut.
