How do these loose their oil? Can we refill them? can we prevent oil loss with glues?

This. those little keychain compasses are more of a novelty; even if you could reliably find north with one (you can't), you can't do compass work with one (like follow a bearing).

My old mid 90s van has one on the dash and it was frozen for years and then it just started working randomly one day on its own

You can't see it with the naked eye, but plastics actually have microscopic pores. That's why it's leaking oil very slowly over time.
