I want to build a dividing wall in my basement, to make the boiler room a bit more comfy. I want to use plywood on a frame with acoustic panels on top.
The wall should not reach the ceiling to leave room for the piping. That means I can only fix it to the wall on one side, and to the floor. The floor has stone tiles and I probably want to leave a small gap between floor and wall. How should I do that?

Dude, this is not that complicated.
So you have studs. Then ply over your studs, you black it out, then snap lines for where your studs are, and fasten your panels to the wall and leave whatever reveals you're gonna leave.
