I'm thinking of covering my sleeping room window with MDF panels. Like, I'd get 4 panels, put them like pic rel, put rubber window seal at the edges, and then place in front of the window. Will this work?

To an extent. It will definitely be better than nothing, but it's very hard to insulate low frequencies.

Why MDF? Why not some kind of acoustic panel, soundboard etc.

Can relate since there's a sports ground in nearby my house and it attracts all kinds of undesirables that scream like animals, play loud music and kick the ball against the wall making a crazy annoying sound. Also dogs barking.
Added some vinyl like siding to my door and it somewhat helps but there's not a day that goes by without me wanting to move far away to the countryside.

this stuff is used professionally to cheaply sound-deaden rooms like karaoke rooms and recording booths

you can find it cheap on Facebook marketplace as old bed toppers or buy it online, Jo-Ann Fabrics used to carry in store in huge rolls... but they're gone.

do heavy blackout curtains not work? first thing I'd try, followed by another window layer. the inevitable solution is to move, so don't spend money on a permanent solution for an impermanent space.
