Those are called mantles and they are made of silk I think. They are similar to the mantles in old white gas coleman lanterns.

You'll need to remove the rust, a simple rust removal spray should be sufficient since it's made to be outdoor. Then you'll need to grease both the female bulb ends. Once that's done, sand the top flat part down. You can then light it using the bags that he mentioned. Let me know if you need any more guidance.

You get these, probably put them on those screw-in adapter things, sitting in the lamp, char them and that's it. They're a little delicate, once they're charred, so maybe install them, pull the glass sides and char them in place.

You're kinda fucked, those little ceramic things are the nozzles & the mantles are simply tied to them. Just cotton things but they're coated in some substance & completely burn away the cotton when lit. What's left is a fragile rigid ash that glows under intense heat.

Mantles are cheap, but the gas street lamps burned is no longer produced & little luck getting the nozzles

Find out if the gas line still works, which probably isn't. Get replacement ceramic nozzles, but likely easier to just adapt something. Tie on new mantles then light them, then turn on the gas & light the flame
